I think they're referring to the sprouts, because they have a much higher concentration of sulforaphane, than mature heads. IOW, very young broccoli - only a few days old.

I also heard this on the news. I don't recall seeing broccoli seeds available for sprouting purposes only, but after this announcement, I'm sure we'll be able to get them.
Broccoli has always been easy on my gut, so this doesn't surprise me.

Broccoli is one of only two vegetables that I never stopped eating, when I was recovering, (the other is green beans).
There are a lot of places selling broccoli seed. Here are a few examples of online offerings:
Here is a fairly long offering of different varieties of broccoli seed to try, (you have to click on "Garden Vegetable Seeds", and then "Broccoli":

"Open pollinated" means that you can grow seed from the plants that you raise, and the offspring will have the same characteristics as the original seed that you planted, (IOW, these varieties are not hybrids - hybrids are either sterile, or divert back to one of the parents, which usually prevents you from getting usable seed from them):
