No, I'm afraid I don't know why the Java is missing from your Dell. I'm sure Bill Gates would disagree, but I suspect that sometimes Windows just gets hungry, and eats programs like that.
If that's all that's wrong, though, you can download the latest version of Java, just by clicking the "Free Java Download" button, here:

It you're using Vista as the operating system on that computer, you will probably have to turn off the firewall completely, in order to get it to accept a download such as Java. That overkill on the firewall, is the main reason why I don't use Vista - it's secure, (when it's working correctly), but it won't let you do the things that you want and need to do with your computer. I simply couldn't convince myself to put up with that, so I use XP, (and probably always will).
After you get Java downloaded and installed, you should be able to turn the firewall back on, and persuade it to accept Java. Of course, if that won't work, there's a chance that Vista may have corrupted itself, and you may end up having to start over, and reinstall everything. I hope not, but that's what happened to me, twice, before I stopped using Vista.
