To me, the most impressive part about that situation is the fact that, though few outside of Texas may realize this, El Paso is one of the most depressed areas in Texas - it's situated on the Mexican border, (across the Rio Grande from Juárez, Mexico), way the hell out in the middle of the Chihuahuan Desert, almost as far west as you can go, and still be in Texas. There's nothing out there but creosote bushes, ocotillo plants, (which don't even have any leaves, just thorns), rocks, sand and dust, which makes that act of generosity all that much more impressive.
